How Does a Patient Qualify for Primary Home Care (PCS, PAS, CAS)? What is Required?

Patient Family

Personal Care Services (PCS)

  • Must be younger than 21 years of age
  • Must have full Medicaid (MQMB) or Traditional Medicaid
  • Must be approved by MD (have a practitioner's statement of need)
  • A client referral can be provided by anyone who recognizes a client need for PCS including, but not limited to the following:
    • Client
    • Physician
    • Licensed Health Professional
    • Family Member
  • Must contact Texas Department of Health and Human Services

Personal Assistance Services (PAS)

  • Have multiple physical limitations
  • Have full Medicaid (MQMB) or Traditional Medicaid
  • Have a functional limitation that must result from a medical condition
  • Must be documented by a medical professional
  • Client must contact Texas Health and Human Services to request services

Community Attendant Services (CAS)

  • Functionally (individuals must be able to perform some of their activities of daily living without assistance, such as dressing, eating, transferring, toileting or basic mobility)
  • Physician must document their need for assistance
  • Client must contact Texas Health and Human Services to request services
